Overview
New York State’s Medicaid program is one of the largest in the nation, providing comprehensive health coverage to more than 7.5 million New Yorkers with an annual budget of over $35 billion. Medicaid covers a range of services through a large network of health care providers, for both Fee For Service (FFS) and Managed Care members.
In addition to traditional healthcare benefits, the NYS Medicaid program also receives an 1115 waivier to allow for more innovative approaches to improve quality, improve outcomes, and reduce costs. The New York State Equity Reform (NYHER) is an amendment to the existing 1115 waiver. This amendment is aimed at improving health equity through addressing social determinants of health. This will require partnerships amongst community-based organizations and existing Medicaid providers to understand the Medicaid members’ needs and gaps of access within their geographic areas. As a result, a Statewide Health Equity Regional Organization (SHERO), and Social Care Networks (SCNs) are formed to help with community assessments, member screenings/services, and data flow.
